Accredited English Proficiency Tests for the NCYU English Proficiency Graduation Requirement

General English Proficiency Test (GEPT)

Since its inception in 2000, GEPT has been widely recognized by a variety of institutions. This test has been held by LTTC and has had over 2,600,000 participants as of 2007.

TOEFL ITP Institutional Testing Program
Derived from TOEFL PBT (paper based test), TOEFL ITP is primarily an English proficiency evaluation for academic or institutional members. This test is an effective indicator of English proficiency and is recognized worldwide. In 2006, the Executive Yuan also allowed TOEFL scores to be converted against the Table of Approximate Score Comparability for governmental officials’ promotion.

TOEFL IBT Internet Based Test

TOEFL IBT is a web-based test consisting of reading, listening, speaking and writing components. Each section accounts for 30 points and the total score is 120 points.  Participants must complete at least one test question in each section for computerized score calculation to take effect. Note that the written section must be typed.

Cambridge Main Suite

Developed by Cambridge ESOL for English learners at different levels, the Main Suite has progressive tests including KET, PET, FCE, CAE, and CPE. The exams cover all four language skills (listening, speaking, reading and writing). The goal is to assess the English proficiency of speakers of other languages. It also evaluates the skills the candidates need to make practical use of the language in a variety of life contexts. The certificate is recognized by universities and institutions worldwide as a school entrance requirement and employee assessment. In Taiwan, Main Suite is also a prerequisite test for the Graduate Fellowship of the Ministry of Education. Universities including NTU, NCCU, NCHU and SCU also demand a Main Suite score for English learning assessment or set it as a graduation requirement.

Business Language Testing Service (BULATS)

Developed by Cambridge ESOL as well, BULATS can assess language skills and communicative competence in a global business context, and is ideal for participants such as college students and general employees. A BULATS score is permanent and can be converted to a CEFR score. It is accepted by the Executive Yuan as well as many private entrepreneurs and colleges in Taiwan.

College Student English Proficiency Test (CSEPT)

Since its inception in 1997, CSEPT has been designed to measure college students’ ability to understand spoken and written English in daily life and on campus. Level 1 is intended for students with elementary to intermediate levels of English proficiency.  Level 2 is targeting students with intermediate to advanced levels of English proficiency.

Test of English for International Communication (TOEIC)

TOEIC is one of the world’s leading tests of English language proficiency that assesses communicative abilities of candidates in global workplaces. The test does not require knowledge or vocabulary in one specific field but measures only the language ability used in everyday workplace activities. Its computer-based speaking and writing tests are effective indicators of candidates’ language fluency in global business settings. More than 4,000 corporations worldwide recognize TOEIC scores. In 2004 alone over 3.5 million candidates took the test.

International English Language Testing System (IELTS)

Managed by three reputable and international organizations: the British Council, IDP IELTS Australia, and the University of Cambridge ESOL Examinations (Cambridge ESOL), an IELTS test score is required for admission by many higher educational institutions in many English speaking countries worldwide such as the United Kingdom, Australia, New Zealand and Canada. This test covers a spectrum of skills in listening, reading, writing and speaking and mainly assesses the candidates’ language competence in social, professional and educational contexts. IELTS is currently acknowledged as the most reliable evaluation for daily life and practical English.

Foreign Language Proficiency Test (FLPT)

FLPT offers tests of five languages: English, Japanese, Spanish, German and French on a monthly basis. The FLPT has been administered since 1965 and is acknowledged by more than 400 public and private institutions as a criterion for job promotion and overseas training, including the Ministry of Education (Graduate Fellowship), Ministry of Foreign Affairs, Ministry of Justice, Teacher Education Program of NTU, Taiwan Power Company, Chunghwa Telecom and dozens of banks. The Civil Service Protection and Training Commission of the Examination Yuan also demands the FLPT certificate for governmental officials’ overseas education applications.

General Tests of English Language Proficiency (G-TELP)

G-TELP is developed by ITSC (International Testing Service Center) of UC-San Diego and mainly assesses the English ability of candidates whose mother tongue is not English. The Central Personnel Administration has recommended the G-TELP test for governmental officials’ promotion. This test is also recommended for job recruitment in private corporations and for graduation requirements in local colleges.
