l Review and revision of the Center's development plans, regulations and rules.
l Establishment and operation of Language Center Advisory Council.

Division of Foreign Languages
Responsibilities
l College English curricula design and administration.
l College English course waive and drop/add affairs.
l English substitute online courses on the internet.
l English self-access, remedial instruction and peer-tutoring programs.
l Engagement and assessment of foreign counseling teachers.
l Foreign language contests and activities.
l Acquisition and management of software, books, and magazines related to foreign language learning.
l Continuing education language classes to members of the community.
l English proficiency and placement tests.
l English proficiency tests for Sophomores and graduate students
l TOEIC & TOEFL ITP tests.

Division of Chinese as a second Language
Responsibilities
l Design and instruction of Chinese curriculum for international students at NCYU.
l General affairs related to CSL program.
l Promotion of learning Chinese to foreigners of the community.
l Training students to be Chinese counseling teachers.
l Conducting "language exchange" program between foreign students and local students.
l Encouraging foreign students to attend Chinese proficiency tests held by government.
l Conducting CSL programs for different institutions.
